A unique opportunity exists for a talented individual to join a dynamic local authority based organization that since 2006 has been promoting good practice across the UK in the field of social services’ support for destitute migrants with no recourse to public funds.
The NRPF Network Training and Support Officer is a permanent post focused on supporting the effective delivery of core NRPF Network Services across all practice areas – adults and children’s services - at a time of increasing demand.
We are looking for someone who can confidently grasp the legislative and operational context of ‘NRPF service provision’ and can effectively communicate this through training and other means. A genuine desire to secure better outcomes for some of the most vulnerable people in society, along with the ability to work closely with local authorities, the Home Office and other partners to improve practice are highly desirable attributes for the role.
The successful candidate will join a small team of two people working to provide expertise and leadership across England and, as required, Scotland, Wales and Northern Ireland. We are also recruiting a fourth position – with a specific focus on migrant children – including Unaccompanied Asylum Seeking Children – and care leavers.
Background to the NRPF network
The NRPF Network is a network of local authorities and partner organisations focused on the statutory response to people who have ‘no recourse to public funds’ (i.e. cannot access welfare benefits and housing). Despite the NRPF condition, social service’s safeguarding responsibilities towards children - and adults with care needs - may necessitate the provision of accommodation and / or financial support to alleviate destitution. In a complex and often misunderstood area of social services provision, the NRPF Network promotes good practice and raises awareness of the challenges in operating this essential local authority ‘safety net’.
The NRPF Network benefits from a responsive, grass-roots membership and the support of policy leads and senior managers across Local and Central Government. Over 10 years of operation, we are proud of our achievements, which include:
- Formally endorsed practice guidance, including the award-winning Migrant Families web tool, developed in partnership with Oxford University.
- 49 local authorities and the Home Office using the NRPF Connect database to better manage NRPF caseloads.
- Delivering in excess of 40 commissioned training sessions each year.
- Coordinating regional NRPF Network meetings across the UK.
- A 4000 email membership comprised of practitioners from statutory and voluntary sector organisations.
