Head of Energy Services
Islington Council has a national and international reputation as a leader in both its ambition and track record on delivering energy efficiency and decentralised energy generation projects to tackle fuel poverty, energy resilience and CO2 emissions. The range, scale and scope of our projects are unrivalled. We are looking for a creative, passionate, committed professional to head our Energy Services.
The role responds to the council’s growing energy agenda and will lead a dynamic team in delivering an effective service, supporting policies and initiatives, leading and developing the Councils strategies, delivering our energy efficiency, decentralised energy, capital projects and energy advise service. Islington Council is characterised as a UK local authority that both develops and delivers capital projects in-house, using external and significant internal capital funding – reflecting the high political priority placed on our work.
A large part of the role will focus on expanding our exciting, award-winning and truly innovative Bunhill District Heating & Power project to supply buildings with heat from secondary, waste heat sources in the borough including the London Underground network. This project is supported by funding from the EU FP7 Smart Cities Programme and has partners across Europe. The role also leads on developing our ambitious borough-wide district heating policy and programme.
The successful candidate will have a proven track record of delivering strategic complex energy infrastructure projects on time and to budget. You will be strong on UK and European policy relating to energy, understand statutory targets, have the technical expertise to be able to deliver decentralised energy projects including district heating, CHP, heat pumps, PV, as well as the full range of other energy efficiency work relative to an urban environment. You will understand how this work is essential to eliminating fuel poverty, mitigating climate change and providing energy supply resilience.
Equally you will have strong leadership and negotiation skills, and a successful track record of initiating and delivering complex capital projects and building partnerships. You will be a leader, managing energy teams, motivated by the satisfaction of realising real, tangible results.
A professional qualification in mechanical or electrical engineering or equivalent or substantial proven experience in a similar role. The successful candidate will be a highly organised and confident professional individual, with excellent interpersonal skills.
This post is full-time for 35 hours per week and based at Islington offices in Cottage Road.
